The Town and Country Planning Division (TCPD) of the Ministry of  Planning and Development completed week one of its DevelopTT “Train the Trainer” workshop with a session for IT and Administrative Functions on Friday 6th December, 2019.

The Automated Construction Permitting System (ACPS), branded DevelopTT, is Trinidad and Tobago’s online portal for development permitting and is an undertaking of the Ministry of Planning & Development in collaboration with the Ministry of Trade and Industry. Through DevelopTT, the development application and approval processes are transformed from paper-based processing to an online system. Applications for planning permissions, building permits, completion certificates and other property development approvals can be accessed via this e-service.

What is DevelopTT?

On Wednesday 4th December, one of the Division’s key stakeholder groups; ‘Frequent Applicants’, commenced the “Train the Trainer” series with an insightful and interactive session at the University of Trinidad and Tobago’s (UTT) Chaguanas Campus. During the session, the Frequent Applicants were updated on the functionalities of the DevelopTT system, sensitized about the application process at the TCPD and the various Municipal Corporations, and thoroughly taken through DevelopTT’s registration process.

On Thursday 5th December, TCPD’s staff members, whose approval role at the back end stage will be integral to the efficiency and overall success of the DevelopTT system, assessed mock applications of different varieties and thoroughly went through their workflow functions.
The IT team at the MPD then wrapped up the week’s “Train the Trainer” activities on Friday 6th December when they went through simulations of the administrator functions and helpdesk tasks to be observed in the system.

These training sessions will improve stakeholders’ knowledge and familiarity of the DevelopTT system as we move towards the pilot phase and subsequent nationwide rollout. Additionally, this training is intended to target potential change agents in TCPD’s different stakeholder groups, as it is expected that the selected training partners will transfer the knowledge gained to colleagues at their respective organizations.

“Train the Trainer” workshop sessions will continue with partner government agencies and Municipal Corporations involved in the DevelopTT pilot in the month of December.
